It was the first he heard of what happened to the city, and it was clearly a shock to him. He couldn't even be certain no one had died until one of his subordinates reported it to him.
I have no question that whatever ill intentions he has for us, the destruction of the city is not one of them.
He believes that something slipped through the entry into Heaven that he created for us and into the city, which it then destroyed. While everyone was still there. They only survived because Hell evacuated them to safety here.
